Our Founders

Sius St. Louis, affectionately known as “Noel,” is the Founder and Director of Public Relations for the Haitian-American Community Alliance, Inc. (T.H.A.C.A.). Witnessing neighbors leave the community due to a lack of engagement and opportunities, he realized that people wanted to stay but felt disconnected. Many referred to the area as a “dead zone” or “slow-cala,” a reflection of the division and inactivity that had taken hold.

Determined to change this, Noel brought together a small group of eight like-minded individuals in 2015 to form T.H.A.C.A. With a shared vision of unity and revitalization, they began creating cultural and educational programs designed to reconnect residents, celebrate diversity, and inspire hope. Today, T.H.A.C.A. stands as a testament to his dedication to community, empowerment, and lasting positive change.
