Sius St Louis, AKA “Noel” is the Founder and Director of Public Relations, saw the need of bringing the community together as people were leaving the areas due to lack of activities.  He was meeting with people who expressed their desires to stay in the area but would not stay because the community was so divided.  Most people were referring to the areas as a “dead area” or “slow-cala”.  Therefore, he decided to form an organization in an effort to get people out of that spirit and stay connected through diverse cultural and educational activities.  The Haitian-American Community Alliance, Inc. (T.H.A.C.A.) was founded in 2015 with approximately 8 active members who were like-minded people with a common goal.
